OCF helps missionaries with administrative services such as financial accounting, financial processing, promotions, communications, and other services.

International Reach

OCF works with missionaries in foreign countries so that they can focus on reaching the world.

Domestic Support

Outreach Christian Fellowship serves local churches to stimulate mission’s interest, grow awareness, and provide administrative assistance.

Missions Consulting

OCF offers consulting services, missions presentations, mission trip guidance, and international ministry opportunities.

Meet Our Team

Sam Fisher

Sam Fisher

Sam Fisher has been a longtime friend of OCF having supported the ministry through prayers, going on trips with OCF, and financially. Having served as a missionary, pastor, and ministry leader for many years Sam brings a wealth of experience to the OCF team. While Sam loves all things involving the work of the Kingdom of God, missions have always had a special place in his life. However, his greatest love is his wife, Yvette, followed closely by his family, especially the four grandchildren. Sam is “excited to see all God has in store for OCF and all those connected to this ministry and looks forward to getting to know each member personally and how OCF can serve you!”

Deborah (Debbie) Kowalik, a dedicated and passionate individual, has recently retired and is now sharing her extensive Human Resource and Administrative talents with OCF. Her commitment to onboarding missionaries and managing the ministry’s operational and organizational needs is a testament to her servant’s heart.
Debbie began her career in the United States Air Force working for Protocol in support of General Officers. After retiring 21 years later, she moved to Tyler, Texas, and served as the Senior Pastors Secretary and later as a Home Cell Ministry Director for Rose Heights Church. When the senior pastor retired after 10-plus years, her adventures led her to work for a local hospital as a trainer for a new EPIC EMR (Electronic Medical Record System). She joined Office Pride as their Human Resources Officer when that began to transition.
After retiring from Office Pride in April, Debbie had plans to enjoy her retirement by gardening, spending time with her grandchildren, and fostering dogs. However, she soon realized that her true calling was to serve the missionaries worldwide that OCF supports. This journey from retirement to serving OCF is a testament to her sense of purpose and fulfillment, as she finds herself blessed to make a difference in lives locally and abroad.

Vel Williamson

Vel Williamson comes to OCF with extensive experience in fundraising and event planning and expertise in marketing, public relations, operations, strategic planning, and promotions with for-profit and non-profit organizations. She began her career working for local, regional, and national telecommunications companies. In 2005, she moved her focus to the non-profit world, working within Tyler, TX, area non-profit organizations for over ten years. Ending her career due to medical issues, she also volunteered with the Tyler Area Chamber of Commerce and graduated as a Leadership Tyler Class 24 member. Vel plays a crucial role at OCF, inspiring and connecting with the public and OCF Missionaries. She shares the significant impact of their missions on the communities they serve, fostering a sense of inspiration and connection. Her role also involves assisting them in achieving their fundraising and Partner communication goals, ensuring the continued success of OCF’s mission – giving a helpful hand to the missionary. Though still medically disabled, she enjoys sharing her talents meaningfully in service to His Kingdom.

Jorge Avila  Board Member

Originally from Mexico, Jorge and Elda grew up in Christian homes. Their journey led them to accept the call to move to the U.S. and serve as pastors of a growing Hispanic church called Mundo De Fe. The Avilas have lived in Tyler, TX, for 23 years, demonstrating their long-standing commitment to their ministry. Mundo De Fe is part of the International Faith World ministries network. The couple’s strong calling for missionary work has been a blessing to other countries like Cuba and Mexico, where they have traveled to share the Gospel and aid the missions in constructing two churches. They have also spiritually and economically collaborated with the orphanage Casa Hogar Al Abrigo de Dios AC in Cuernavaca, Mexico where Elda’s parents provide love and support to needy children as the directors of the orphanage.

They’re the parents of Jordan and Milca, who serve alongside them in the ministry.

David Hoard Board Member

 David spent the first half of his working life in the financial world as a banker and tax adviser and the second half as a pastor and missionary. God has been so faithful and merciful throughout David’s journey, especially the last few years, as he has overcome cancer through his grace. David’s heart has always been with missionaries and he is “honored and humbled to be part of OCF.” The love of David’s life the past 39 years has been Renee, who is a loving wife and mother and the math mentor/teacher trainer in West Georgia for the State of Georgia.

Ike Roberts Board Member

Ike Roberts has been committed to supporting OCF since our early days. He has spent a life of service in various areas of ministry, including pastor and missionary. He is currently a pastor in Clarksville, Texas, and also the founder and director of Hands of Calvary Ministry, which focuses on outreach, men’s discipleship, and restoration ministry.

James Walker OCF Founder

Outreach Christian Fellowship was founded as a dream in James’ heart to assist missionaries and ministries in sharing the message of Jesus with all people.

Leading OCF for over twenty years, Brother Walker traveled thousands of miles and facilitated hundreds of thousands of dollars into the work of the Kingdom of God worldwide.

With multitudes of lives having been impacted, there are still more souls to be saved, children fed, churches strengthened, and missionaries equipped and encouraged. Your support has been instrumental in these achievements, and we are proud to share these milestones with you.

Building on the foundation Brother Walker faithfully built, OCF is not just committed, but determined to do more than ever in seeing this work continue and expand. Your continued support is a testament to our shared commitment to this mission.

OCF founder James Walker retired in 2018. Since then the OCF Board along with Thressea Stanley stepped up to take on the task of piloting OCF forward. Although there have been great challenges, God has been greatly faithful, and as Brother James liked to say “The dreams of OCF are bigger than the memories!”
